PGWP Updates for International Students in Canada
As of June 25, 2025, Immigration, Refugees and Citizenship Canada (IRCC) has updated the list of eligible fields of study for international students applying for a Post-Graduation Work Permit (PGWP). This change is designed to align more closely with Canada’s labour market needs.
What Does This Mean for You?
If you’re an international student in a non-degree program, you’ll need to ensure that your program is on the newly eligible list to qualify for the PGWP. This permit allows graduates to work in Canada for up to three years following their studies, which can be a great pathway to gain work experience and even apply for Canadian permanent residency (PR) later on.
Who Is Affected by These Changes?
This update specifically impacts students who applied for their PGWP on or after June 25, 2025. If your non-degree program isn’t listed in the new eligible fields, you won’t qualify. However, those who applied before this date are exempt from the new rules; they can still receive a PGWP even if their program has been removed from the eligible list.
What Exactly Are Non-Degree Programs?
Non-degree programs typically lead to diplomas, certificates, or other qualifications and do not confer bachelor’s, master’s, or doctoral degrees. It’s good to know if your course falls into this category when considering your future in Canada.
What’s Changed with the Eligible Fields?
The list of fields qualifying for the PGWP has been refined to focus on sectors where Canada faces significant labour shortages. The update has added 119 new fields in healthcare, social services, education, and trades, while 178 fields that do not align with long-term employment needs have been removed.
If you have expertise in areas such as French language skills, healthcare, social services, or skilled trades, you’re likely to be prioritised when applying for a PGWP. Being in-demand means you’re well-placed for employment opportunities in Canada.
Keep an Eye on the Eligibility List
IRCC will continuously monitor and adjust the eligibility list based on the evolving job market in Canada. Make sure to check this list regularly, as changes can occur that may affect your eligibility when applying for a PGWP.
