Canada Updates Post-Graduation Work Permit Study Criteria

The Canadian government has recently updated the educational programs eligible for the Post-Graduation Work Permit (PGWP), making it an important time for international students considering a future in Canada. These changes, effective June 25, 2025, reflect the shifting demands of the Canadian job market.

Now, students in 119 new fields of study can apply for a PGWP, while 178 previously eligible programs have been removed. This shift is particularly relevant for those enrolled in non-degree programs and who applied for their study permits after November 1, 2024. If you applied before the cut-off date, rest assured—you’ll still qualify for a PGWP as long as your program was on the eligible list at the time.

What Are PGWP-Eligible Fields of Study?

As of this update, a total of 920 fields of study are eligible for PGWP. Notably, programs in transport have been completely removed, while sectors like healthcare, trades, and education have gained new opportunities. The removal of certain programs stems from a lack of demand in those job markets, whereas newly added programs align closely with key occupations facing persistent labour shortages.

For example, students can now pursue education programs which are newly eligible, alongside fields in healthcare and social services. In demand areas include:

Connecting PGWP with Express Entry

Understanding the link between PGWP eligibility and Express Entry categories—Canada’s main immigration selection system—can be beneficial for international job seekers. Both pathways aim to meet labour market needs, but while PGWP assists students with work permits, Express Entry focuses on candidates eligible for permanent residency (PR).

In essence, the changes in PGWP also often reflect trends in Express Entry updates. If a particular field becomes a priority in Express Entry, you might see it gain PGWP eligibility alongside it.

Requirements for Obtaining a PGWP

If you’re aiming to secure a PGWP, there are a few key requirements to meet: language proficiency and study program eligibility. Depending on your level of study, you’ll need to demonstrate proficiency in English or French.

For college programs, a CLB level 5 is required, while university degree programs require at least a CLB level 7. Graduates from PGWP-eligible flight schools have different criteria and do not need to worry about field eligibility.
