Canada Parents & Grandparents PR Visa Intake Starts July 28

Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications for the Parents and Grandparents Program (PGP) on July 28, 2025. This highly sought-after program allows Canadian citizens and permanent residents to bring their parents or grandparents to Canada as permanent residents, creating more opportunities for family reunification.

IRCC plans to issue 17,860 invitations to apply (ITAs) from the 2020 Interest to Sponsor pool within a two-week period. Since only 10,000 complete applications will be accepted, it’s crucial to know how to enhance your chances of success.

Eligibility Criteria for Sponsorship

To sponsor your biological or adopted parents or grandparents under the PGP, you must meet certain criteria:

  • Invitation to Apply (ITA): You must receive an ITA from IRCC.
  • Age Requirement: You must be at least 18 years old.
  • Canadian Residency: Your primary address must be in Canada when you apply.
  • Legal Status: You must be a Canadian citizen or permanent resident.
  • Financial Capability: You need to demonstrate sufficient income to support your sponsored relatives, which means providing proof of income for the three years before applying (2022, 2023, and 2024).
  • Sponsorship Agreement: You must sign an undertaking to provide financial support to your parents or grandparents for a specific period.
  • Compliance with Laws: You must adhere to all regulations under the Immigration and Refugee Protection Act.

You may be ineligible if you’re in jail, have unpaid immigration loans, failed a previous sponsorship, declared bankruptcy, receive social assistance not related to disability, or have certain criminal convictions.

Income Requirements for 2025 PGP

Your income must meet the Minimum Necessary Income (MNI) for the three tax years before applying, which varies based on your family size. Here’s a quick look at the MNI for the respective years:

Family Size 2024 2023 2022
2 people $47,549 $44,530 $43,082
3 people $58,456 $54,743 $52,965
4 people $70,972 $66,466 $64,306
5 people $80,496 $75,384 $72,935
6 people $90,784 $85,020 $82,259
7 people $101,075 $94,658 $91,582
Each additional person $10,291 $9,636 $9,324

For example, if you’re sponsoring two parents and live with a spouse and one child (totaling five people), your income must meet or exceed $80,496 for 2024.

Demonstrating Your Income

To prove you meet the MNI, provide Notices of Assessment (NOAs) from the Canada Revenue Agency (CRA) for the years applicable. You can either authorize CRA access or submit paper copies of your assessments.

How the Application Process Works

As applications open on July 28, 2025, keep an eye on your email for your ITA if you submitted an Interest to Sponsor form in 2020. Due to the high volume of applications, no new forms will be accepted this year.

Once you receive your ITA, complete your application through the Permanent Residence Portal. Since only 10,000 spots are available, having your documents ready, like proof of income and identification, is essential to avoid delays.

If you’re not selected in 2025, consider the Super Visa as an alternative. This option allows for visits of up to five years and has no annual cap, making it more accessible for families wanting to stay connected.
