Job Description

Our client is currently seeking a qualified Lead / Field Engineer Lead Field Specialist – RSSOM – to join their Infrastructure team, based out of Toronto, ON. The Lead Field Specialist will be responsible for overseeing the design, construction, and interface of the Step-up Substation (SUSS) and Operations, Maintenance and Service Facility (OMSF).

Bechtel, our client, and Accenture have been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much-needed additional connectivity and capacity to the city’s public transport network.

The project scope includes the design, build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface, and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031.

Key Responsibilities

The Lead Field Specialist will oversee construction and interface activities at two critical RSSOM facilities:

• Step-Up Substation (SUSS): A high-voltage power facility supplying permanent traction and station power, located adjacent to an active rail corridor.
• Operations, Maintenance and Storage Facility (OMSF): A major facility in Thorncliffe Park that includes the Operations Control Centre, Maintenance and Power Facility, and train yard.

Join in this full-time permanent role and be a champion of the project while reporting to the Construction/Project Manager. Key responsibilities include:

• Overseeing the PCo works at SUSS and/or OMSF, being the DP representative on site.
• Maintaining high-quality daily records of observations and other information gathered including site personnel, materials, equipment, work completed (installed quantities), and issues arising.
• Supporting the Field Specialist for quantity take-off and reporting by providing insights towards schedule analysis and impact on the duration of activities.
• Reviewing deliverables and other submittals prepared by PCo related to design, construction, or construction support for SUSS and OMSF. Identifying non-conformances or other items that require addressing to benefit the project.
• Overseeing that the PCo works at SUSS and OMSF are in accordance with the contract in terms of health, safety, environment, quality, schedule, and cost performance. Identifying and reporting any non-conformances.
• Understanding and supporting the PCo about working adjacent to an active rail corridor with work plans, risk assessment, and permit requirements as per the GEI.
• Reporting progress, identifying risks, highlighting emerging issues and escalating to the Construction Manager for SUSS and OMSF.
• Engaging discipline leads for subject matter expertise in health & safety, environment, quality, contracts, permits, project controls and interfaces, implementing direction provided.
• Building relationships with the PCo site team.
• Providing input to the DP progress and weekly/monthly reports for SUSS and/or OMSF.
• Ensuring compliance with the project ES&H program as well as monitoring the activities of contractors to ensure compliance with project technical requirements.
• Providing leadership for and creating and maintaining a safe workplace and environment as a priority in the delivery of all work.
• Managing a team of field specialists, assigning responsibilities, identifying priorities, performance reviews, development plans, and arranging overtime approvals requests.

Qualifications

• Relevant bachelor’s degree from an accredited university. Relevant experience: 5-7 years or total experience of 10 years.
• Previously held construction supervision role(s) with responsibility for construction of infrastructure of similar scope, size, and complexity to a deep underground station on a metro project.
• Experience working on infrastructure mega-projects, preferably rail projects in urban areas.
• Good relationship building and communication skills (verbal and written).
• Expertise in MS Office and Bluebeam. Expertise in AutoCAD and Navisworks is preferred.
• Demonstrated commitment to Environment, Safety and Health (ES&H).
• Demonstrated commitment to Zero Accident safety programs.
