Overview
Are you a seasoned Business Systems Analyst with experience in legacy system modernization, stakeholder engagement, and enterprise-wide digital transformation? Our client seeks a Senior Business Systems Analyst to join their Modernization Project, designed to replace a 25-year-old platform supporting permit issuance, enforcement, and coordination with external utility partners.

    • Responsibilities
    The Business Systems Analyst will work as a part of the project team to provide business and technical services in support of the project, performing duties during the Requirements Gathering and Analysis Stage (in SDLC) and COTS Procurement assigned as per the following:

  • Gather and document business and systems requirements and/or specifications. Validate any existing business and systems requirements and/or specifications. Identify opportunities for business process improvements in consultation with business and technical stakeholders.
  • Document any changes to business and systems requirements and/or specifications, business procedures, processes, roles, and responsibilities; validate requirements and participate in fit-gap analysis for new COTS products.
  • Document functional and non-functional requirements, compose functional design specifications and other supplementary specifications including screen mock-ups, report layouts, data flows, ETL Specifications, etc.
  • Develop use case models, business processes ‘as is’ and ‘to be’, activity diagrams, and entity relationship diagrams using Business Processes Modeling (BPM)/its Notation (BPMN)/ Unified Modeling Language (UML).
  • Participate in project activities related to documenting the needs and requirements in areas of user experience (e.g. wireframes and UI/UX prototyping).
  • Provide business and technical services to meet project objectives, including business process reviews related to system architecture, application design, analysis, data work/ETL, development, testing, training, and implementation.
  • Prepare technical reports and assessments by collecting, analyzing, and summarizing information and trends.
  • Communicate, collaborate, and coordinate with management, business groups, and the project team to facilitate and/or deliver project documentation and Knowledge Transfer.
  • Conduct studies on the feasibility of integrating technology and processes to deliver a range of services to the client if required.
  • Work closely with the project team to deliver information software solutions (COTS).
  • Prepare business operational procedures, training materials, and deliver training.
  • Facilitate rollout and support other environment management activities.
  • Track and resolve project problems, defects, and issues.
  • Perform other project duties as required.

    • Qualifications
    Must Haves:

  • 7+ years of working experience in similar or larger initiatives with extensive usage of Business Processes Modeling (BPM)/its Notation (BPMN)/ Unified Modeling Language (UML).
  • 7+ years working experience in preparing project documentation such as business requirements, use cases, business rules repository, requirements traceability matrix, functional and non-functional requirements and specifications, context diagrams, blueprints, architecture diagrams, and supporting technical design specification documentation.
  • 4+ years working experience implementing digital solutions with a strong emphasis on documenting and defining requirements and technical specifications for systems interfaces, supporting integration activities across technologies (e.g. REST and SOAP API, file-based exchanges (CSV, XML, JSON), middleware platform, etc.).
  • 5+ years working experience in evaluating digital solutions, delivering jurisdictional scan documentation, feasibility studies, and evaluations, recommending architecture options, and providing technical consultation on recommended solutions.
  • Experience in a government/public sector setting on modernization and replacement legacy system projects.

    • General Skills:

  • Demonstrated experience to lead the business requirements definition process, analyze and document proposals and requirements relative to the design and development solutions.
  • Ability to establish and maintain effective working relationships with clients and project stakeholders with a strong customer service orientation.
  • Highly developed interpersonal skills and communication ability to interact and work effectively.
  • Experience in supporting new software product procurements (COTS)/RFx.
  • Experience with technical and business teams in supporting Accessibility for Ontarians with Disabilities Act (AODA), Security Threat and Risk Assessment (STRA), Privacy Impact Assessment (PIA).
