The Government of Canada has initiated a public consultation on potential new categories for the Express Entry system in 2026. This consultation is running from August 6 to September 3, allowing various stakeholders, including the public, to provide input on how immigration can better support Canada’s long-term economic and social goals.
The focus of this discussion is to strike a balance between sustainable immigration levels and the current labour shortages while encouraging economic growth.
Current Express Entry Categories
Since 2023, Canada has been implementing category-based draws through Express Entry. This means there’s a sharper focus on filling occupations in demand and enhancing Francophone immigration outside Quebec. Recent draws have targeted key sectors such as healthcare, technology, skilled trades, transportation, and agriculture.
In 2025, we saw an increased focus on the Canadian Experience Class (CEC), which aims to convert more temporary residents currently living in Canada into permanent residents. This strategy helps stabilize immigration levels while ensuring that the country’s labour market remains robust.
Economic Priorities for 2026
Looking ahead, the federal government is contemplating three new categories alongside existing priorities like addressing labour shortages and promoting Francophone immigration:
- Leadership – Targeting senior managers capable of guiding Canadian companies through digital transformation and enhancing productivity.
- Science and Innovation – Attracting global researchers and scientists to support economic growth and human capital development.
- Military and Defence – Strengthening the Canadian Armed Forces by recruiting skilled military personnel from allied nations.
These proposed categories showcase a vision that extends beyond immediate workforce needs to address more strategic, long-term requirements.
Addressing Labour Shortages
Canada is facing ongoing shortages in critical fields such as healthcare, construction, education, and agriculture. These gaps have significant implications for services and infrastructure. The Express Entry system will remain vital for introducing skilled professionals to help fill these roles, while the consultation aims to gather insights on whether to prioritize talent already residing in Canada or focus more on attracting international candidates.
Supporting Francophone Immigration
Francophone immigration continues to be a major priority. Canada is setting increasing targets for French-speaking permanent residents outside Quebec, aiming for 8.5% in 2025, 9.5% in 2026, and 10% by 2027, eventually working towards 12% by 2029. To support this, the government is investing in programs like the Welcoming Francophone Communities initiative and the Francophone Immigration Support Program.
Innovation and National Competitiveness
By introducing categories focused on leadership and science, Canada aims to attract experts who can foster innovation and enhance global competitiveness. These professionals would bolster Canada’s status as a prime destination for high-skilled talent.
Military and Defence Goals
The government is also exploring the possibility of leveraging the Express Entry system to recruit top-tier military personnel from allied countries. This would reinforce Canada’s defence capabilities and ensure that the military remains a formidable force on the global stage.

This 2026 consultation indicates a potential shift in the Express Entry focus—from merely addressing job shortages to adopting a more strategic outlook.
